A 1T weapon can fail if it passes (as seen).
So if you have a UC / P command, you can activate C. If it's a weapon, it needs to be reassembled to cut against the 1T.
A good example of what WR needs to learn about coverage. Coverage is estimated at 1. Compared to the quarter-finals, overtaking should be easier for a safety call that will actually meet in orbit. The travelogue is adapted according to the coverage
